CRR / Prudential Capital Permission

For special permissions relating to capital, liquidity, internal approaches or other prudential arrangements, check the UK CRR and current rules migrated into the PRA Rulebook.

Special approvals relating to capital and liquidity are prudential procedures for the relevant entity, individuals or specified matters. They are not new bank authorisation and do not confer a standalone licence to conduct financial business.

PRA officially states that CRR Permission applies to banks authorised by PRA and approved or designated bank holding companies, allowing applications for specified prudential concessions or alternative treatments for capital, liquidity, leverage and large exposures, among other matters. Legal powers include the CRR Regulations 2013 and sections 144G or 192XC of FSMA. The actual criteria are specified in the current CRR Rules.

Select the minimum sufficient combination of permissions that lawfully supports the actual business, client scope and financial responsibilities, rather than treating the broadest permissions or fastest approval as the sole objective.

Before implementing matters that trigger regulatory procedures, clarify the statutory basis, approval or notification responsibilities and decision conditions, avoiding treating company registration, individual appointments or commercial transaction documents as regulatory approval.

Provide data, models or evidence of eligibility, independent validation, governance and risk controls appropriate to the application, explaining the impact of the proposed methods on capital, liquidity and regulatory reporting.

The actual applicant entity and its authorised responsible officers bear responsibility for the authenticity of the materials and for governance, with controllers, proposed appointees or relevant professional qualifications checked as appropriate to the matter. Approval of functions relates to specific individual responsibilities; a standard number of directors cannot replace a suitability assessment.

Approval of a particular calculation, tool or arrangement does not waive minimum capital, buffers or firm-specific additional requirements; Basel 3.1 and other transitional requirements in 2027 must be distinguished by their effective dates.

Retain and verify the actual applicant entity’s registered address, regulatory contact details and existing operational substance. Approval of a particular matter cannot be treated as proof of a new entity’s registered address or a UK bank’s place of business.

Current provisions and permission types, risk and data evidence, calculation or model validation, board and senior management responsibilities, and ongoing monitoring and reporting arrangements.

First identify the legal provisions and triggering events, and check existing permissions and decision conditions. Prepare the applicable forms, governance decisions and specific supporting evidence, for submission through official channels by an authorised responsible person. Address completeness, supplementary information or assessment requirements, implement only after obtaining any required prior approval, and record conditions, deadlines and subsequent obligations.

The acceptance, validation and approval timelines for the relevant matter must be verified with PRA; Section 178 or the new-bank application clock cannot be used as a general commitment.

When proposing changes to approved matters, responsibilities, conditions or group arrangements, reassess whether notification, variation or a new application is required under the relevant rules; do not automatically import control thresholds from other procedures.

Continue to comply with the scope, conditions and validity period of this decision, retain supporting evidence and notify changes under the applicable rules. The institution’s existing regulatory reporting, capital and governance obligations continue to apply independently.

This determination is not 'licence inventory' that can be traded separately from the entity or individual. Share acquisitions, control, SMF appointments, business transfers and VoP must each have their own regulatory conditions precedent and timetable where actually triggered.

The following are specific permissions, organisational models or statutory categories covered by this topic. They do not necessarily each constitute a separate financial licence.

Does this approval amount to obtaining a new banking or insurance licence?+

No. Approval of specific matters, individual functions and permissions under rules differ from financial authorisation of a new institution. The assessment must be based on actual activities and the legal basis applicable to this item.

Can registration as a company director replace a regulatory decision?+

No. Company registration, appointment of directors and regulatory approval are separate procedures. Where prior approval is required, a decision must first be obtained under the applicable rules.

Is approval or a fixed timeframe guaranteed?+

No guarantee can be given. Completeness, requests for further documents, legal conditions and case-specific assessment affect the decision. The statutory periods published here are not a promise of approval.

Primarily based on FCA, PRA / Bank of England, GOV.UK and current legislation. Older third-party guides supplied by users are used to organise business material and do not override the latest official requirements.
